Hey everyone, I am currently attempting to run an Attack Simulation for my company using a custom Malware Attachment payload and I keep running into a message that says "Client Error - The operation could not be completed. Please try again later. Microsoft has been made aware of this issue." and the following diagnostic information is provided:

This error messages seems to pop up specifically when I get to the "Target users" section of creating a simulation. I am able to click on "OK" when this message pops up and successfully add a user or group; in this case, I was simply adding my non-admin account to the list of target users. I'm able to get through the next few steps like deciding whether or not to exclude specific users/groups, but after I get to the section where I click on "Assign Training" where I can select "Assign training for me (Recommended)" and the due date for said training, when I click "Next" at the bottom, I am presented with this page and nothing displays while the page seemingly "stalls" forever:

I have found that if I go back to "Select payload and login page" and select a payload that was already there and go through all of the steps again that I properly see several phish landing page options:

I'm not sure what is causing this issue but I'm currently unable to move forward with the Attack Simulation process. Are global phish landing pages not able to be applied to a tenant custom payload or am I possibly missing something else here? Any help and/or suggestions is much appreciated. Thanks in advance.
